The Raleigh-Durham Airport Authority Board governs Raleigh-Durham International Airport. The cities of Raleigh and Durham and the counties of Wake and Durham each appoint two members, creating an eight-member board that provides leadership and oversight for the Airport Authority. The Board typically meets twice monthly, for a Work Session on the second Thursday of each month and its Regular Board Meeting on the third Thursday of each month.

Tammie Hall-Roberts, Chair

Appointed By: City of Durham

Tammie Hall-Roberts serves as Assistant County Manager for Durham County. She previously led the Office for Historically Underutilized Businesses at the N.C. Department of Administration and served as a congressional staffer and policy advisor. She received the Order of the Long Leaf Pine, one of North Carolina’s highest honors for public service.

Hall-Roberts serves on the Dominion Energy Environmental Council Board of Advisors and the Elizabeth City State University Board of Visitors. She earned a bachelor’s degree from the University of Arkansas at Pine Bluff and an Executive Master of Public Administration from North Carolina Central University.

Nina Szlosberg-Landis, Vice Chair

Appointed By: City of Raleigh

Nina Szlosberg-Landis is a retired communications professional with more than 25 years of experience in broadcasting, media production, community relations and advocacy. She served four terms on the N.C. Board of Transportation under three governors and was the board’s first female vice chair.

Her public service includes leadership roles with transportation and transit organizations across the Triangle, including GoTriangle, regional metropolitan planning organizations and the North Carolina Railroad Company.

Yesenia Polanco-Galdamez, Secretary

Appointed By: Durham County

Yesenia Polanco-Galdamez is the principal attorney at Polanco Law, P.C. in Durham. Her practice focuses on criminal defense, immigration and family law.

She has worked as an immigration attorney for more than 15 years. Polanco-Galdamez earned her undergraduate degree from the University of North Carolina at Chapel Hill and her law degree from the University of the District of Columbia David A. Clarke School of Law.

Shelley Winters, Treasurer

Appointed By: City of Raleigh

Shelley Winters is a lifelong Raleigh resident and manager with Wake County Human Services. She brings extensive experience in public service and local government.

Winters previously served as vice chair of the Raleigh Planning Commission and chair of the Raleigh Citizens Advisory Council. She earned her degree from North Carolina A&T State University.

David Kushner

Appointed By: Wake County

David Kushner is a partner at Brooks, Pierce, McLendon, Humphrey & Leonard, LLP in Raleigh. He has more than 20 years of experience in media and communications law, with a focus on broadcasting, media policy, First Amendment issues and defamation.

A Morehead Scholar, Kushner earned degrees from the University of North Carolina at Chapel Hill, Princeton University and Duke University.

Ellis Hankins

Appointed By: Wake County

Ellis Hankins is a retired attorney who previously served as general counsel and executive director of the N.C. League of Municipalities. Throughout his career, he worked in private practice, served as a municipal and county attorney and advised public-sector organizations nationwide.

Hankins also taught graduate-level public policy and management courses at UNC-Chapel Hill, NC State University and Duke University. He earned undergraduate, graduate and law degrees from UNC-Chapel Hill.

Indranil “Nil” Ghosh

Appointed By: Durham County

Nil Ghosh is a land use and zoning attorney with Morningstar Law Group. He represents landowners seeking legislative and quasi-judicial approvals and helps clients navigate development regulations across North Carolina.

Before practicing law, Ghosh worked in land development and construction. He earned a bachelor’s degree from the University of North Carolina at Chapel Hill and a law degree from Villanova Law School.

Nana Asante-Smith

Appointed By: City of Durham

Nana Asante-Smith is an attorney with Parker Poe, where her practice focuses on business litigation, internal investigations and higher education matters. She previously served as an assistant district attorney in Wake County.

Asante-Smith is active in community and professional organizations, including the Durham YMCA advisory board and Duke University’s Triangle alumni network. She earned her undergraduate degree from Duke University and her law degree from the University of North Carolina at Chapel Hill.
